police and rules

the other day as i was driving home from work i was stopped en route by aSub Inspector from the local police station and checked for not wearing seat belt while driving. he said that this time he was letting me off after counselling but the next time would book me for disobedience of orders. while i was quite impressed by the manner of his perfomance of duty and the diligence displayed, what made me ponder was his next remark. he said that he was morally committed to only checking the 'car wallahs' as they were all from the affordable section of society but would not be so strict in enforcing the 'Helmet' rule on two wheeler drivers as mostly majority of them came from the downtrodden sections of the society and had to borrow heavily for purchasing their vehicles. it was his sysytem of meteing out justice. while his logic was noble in thought, the poor fool was forgetting that the driver of the two wheeler was being told to wear the helmet in his own interest and not based on his social pedigree. he also forgot that chances of getting knocked down from a two wheeler were greater than a car driver susutaining an head injury. the incident only went to show how ill informed our uniformd enforcers of law are and how social conditiions determine their approach to problem solving. i sincerely hope that the think tanks in the Police force and civil beauracracy wake up and start educating their cadres to bring them on the same wave length so that the common man does not become a victim of personal fancies and beliefs.
